What is happening to your computer?

Device Manager sees the drive, but you get the yellow exclamation mark and it indicates error code 19 the registry is incomplete or damaged.

Code 19 is a common error message, your computer sends because NERO, Roxio, FastEZ CD/DVD. and similar CD/DVD recording software is causing issues. Even if you uninstall these it will not resolve the issue, because these programs leave the problem inside your registry.

After you remove the program from your computer, you can no longer access the CD drive or the DVD drive successfully. The CD drive or the DVD drive does not appear. Or, you receive an error message when you try to access the drive.

How most people try to fix error code 19 - and you are probably doing the same - without any luck

Try to uninstall the device and the driver and read new hardware - no change.
You can try to update the driver and the wizard will say there is no better driver found for the hardware.
You can try to run the install CD (copied it to a flash card and ran it from a flash card reader since you can't run it on the DVD drive) - same problem will occur.
You can't do a repair install of Windows since it is on CD and it won't boot properly from the drive.
You can try to use an external DVD writer (HP dc5000) through the USB port and it will get the same code 19 error.
Even if you try manually copy the drivers listed in driver details for the device - no luck.
Modify the Windows registry to remove the UpperFilters registry entry and the LowerFilters registry entry - will not solve the issue
